It is intentional behavior. See Bug 395668 - TITLE tool-tip popups remain for only 5 seconds, might need more time to read
I read part of the bug but found no applicable mention of why in this case this should be the intended behaviour. Can you point out to me which comment in particular should I focus on?

I was happy when this was fixed in 3.6 and disappointed by its return in 4. And a single second before the tooltip vanishes - no fun. I've just checked the trunk version from ubuntu-daily ppa and it's no better in there either. Please make it as good as 3.6, at least.

No reply, INCOMPLETE. Please retest with Firefox 4 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). Also, ensure you have the most up to date graphics drivers, operating system updates, and plugin versions (flash, java, etc). If you continue to see this issue with the newest Firefox and a new profile, then please comment on this bug.

That's pretty inadequate to just mark the bug as resolved. It isn't. I just tested on Ubuntu 10.10 running Firefox 4.0.1 from the Mozilla Team PPA. Hover the latest xkcd.org comic and, sure enough, the tooltip disappears quicker than I can read it. Yes, even with a new profile.
Interestingly, a co-worker has the Minefield 4.0b13 release on Ubuntu 10.10 (4.0~b13~hg20110321r63449+nobinonly-0ubuntu1~umd1~maverick) and that's working just fine. Maybe I should just downgrade.
I built a couple of versions of firefox from source to see what was going on. Firefox 4.0.1 didn't work the way I wanted. Firefox 4.0 didn't either. In playing around with it though, I did realise that it would have been working all along if I didn't have "unclutter" running to hide the mouse pointer. Removal of unclutter makes everything fine (apart from the fact that my pointer no longer gets hidden when the mouse is inactive). Anyway, Firefox is doing the right thing. Whether it's either worthwhile, or possible to ignore interaction with things like unclutter is not clear to me.
