When downloading a version of Firefox (in this case 4.0b12) I need to enable JavaScript for a site called mozcom-cdn.mozilla.net. I can think of no reason, why a download page must use JavaScript without at least offering something in the style of "Your download should automatically begin in a few seconds, but if not, click here." (which the page emits anyways, after JavaScript is enabled).


Reproducible: Always

Steps to Reproduce:
1. Install the NoScript addon
2. Visit the above URL; you should notice that no download starts or is offered
3. In NoScript, enable JavaScript for mozcom-cdn.mozilla.net; you should notice that a download is now offered, in particular the text "Thanks for choosing Firefox! Your download should automatically begin in a few seconds, but if not, click here." appears.

Actual Results:  
Download is possible after enabling JavaScript for an unexpected site.

Expected Results:  
Download should be possible without enabling JavaScript at all.
