QA: group dashboards are added from the admin, and tied to existing groups. If a user is part of a group and that group has a dashboard associated with it, they will see the tabs on the sidebar of the main dashboard.

At the moment the only dashboards available are the QuestionsDashboard and the LocaleDashboard. The LocaleDashboard expects a locale parameter in 'parameters' (should fall back to English if none is provided).

Verified the group dashboards work as expected, locale dashboards display group dashboards for the selected locale.
