"Windows Integration" dialog should be "on top" on main browser windows, not a seperate alone dialog

Details

When you start Mozilla for the first time you're presented with a "Windows 
Integration" dialog.
This dialog is *very* confusing for the common user since it's impossible to 
see who/what is asking about what.
To make it easier to understand way not first show this dialog after the main 
browser window comes up?
So that the Windows Integration dialog would be modular to the main window.

I've also filed bug 63865 on the wording "this application".
