New Message Notification Popup is Empty for RTL Arabic Local

Reproducible: Always

Steps to Reproduce:
1.open Thunderbird
2.wait for new message
3.
Actual Results:  
New Message Notification Popup is Empty

Expected Results:  
New message notification with the normal information in it.

I've run Thunderbird in English local and I get it working. I've seen this problem on both Linux and Windows.

I've never seen this, as I always run en-US thunderbird.  But anybody can test this using an RTL locale.

I tried it on Linux with the setting intl.uidirection.en with a en-us TB. The notification is shown with reverted display but with everything needed in it.

I don't know how reliable intl.uidirection.en is but the whole UI is reverted as I think it should be for rtl languages.
