Reproduction:
- TB menu File | New | Mail account...
- enter stuff, continue
- Manual config
- enter stuff, including setting outgoing SSL config (to not Auto)
- Click [Re-Test]

Actual result:
Depending on the result of the test, the wizard might change your outgoing SSL config value.

Expected result:
Wizard keeps your explicit order (unless it's "Auto") and reports "Failure", if necessary.

Note:
*Incoming* SSL config works as expected, it's not changed.

I don't know why this happens. Probably somewhere in guessConfig.js, but not sure.

Old bug, but if still valid, I suspect this is the same as I found for bug 1735938 (picking up an existing smtp).
