Merely adding or deleting yourself as a "cc:" on a bug should not spam a large number of recipients.

Merely adding or deleting yourself as a "cc:" on a bug need not cause an e-mail to be sent out to every other person who is cc:ed on the same bug!

Steps to Reproduce:
1. Login to bugzilla.mozilla.org
2. Pick any bug.
3. Add or remove anybody as a cc:
Actual Results:
A page comes up that indicates that notification has been sent out to a very large number of users.
Expected Results:
Only a minimal number of users (e.g., the bug's reporter and assignee, yourself, and possibly an administrative user) need to be notified. (If you add or remove somebody other than yourself, that person should be notified as well as an admin.)

Maybe there's a cleaner way to do it, but right now it's a user preference. People who get that email are people who have their email preferences set to send mail for all CC changes.

People only get that email if they preferences say they want it. If they don't want it, they can turn it off.
I'm not sure what the default is; if the default is to get it, then "set the default so that people don't get it" would be a reasonable bug.
