xul panel with transparent attribute is black and not transparent

I have problems with transparent panels on linux with 4b13 and earlier version.
This (https://apps.mozillalabs.com/addons/firefox.html) plugin has problems with it's panel with applications. It becomes completely black sometimes.
I have developed some test extension with such panel, which creates panel like this:
let XUL_NS = "http://www.mozilla.org/keymaster/gatekeeper/there.is.only.xul";
let xulPanel = document.createElementNS(XUL_NS, 'panel');
xulPanel.setAttribute("transparent", "transparent");
xulPanel.setAttribute("style", "-moz-appearance: none;background-color:transparent;border:none");
but this panel become completely black on my linux version.
i have tried the same xpi file with windows version(b12) and this panel is transparent there.
Reproducible: Always
Steps to Reproduce:
1.create plugin with transparent xul panel
2.open this panel in firefox
Actual Results:
panel is completely black
Expected Results:
panel should be transparent
i'm using ubuntu theme, but there is the same problems with other themes. My wife(4b13pre) have tried the same xpi file with test extension and has the same problems.

Seems to have nothing to do with plugins...

Reporter, please can you confirm whether this issue still occurs using Firefox 4.0.1 (http://www.mozilla.com/firefox/new/) or higher, in Firefox safe mode (http://support.mozilla.com/kb/Safe+Mode) and/or with a clean profile (http://support.mozilla.com/kb/Basic+Troubleshooting#w_8-make-a-new-profile). Ideally, also check using the latest nightly: http://nightly.mozilla.org/
If this issue no longer occurs, please close as "Resolved Worksforme".
It it in fact still occurs, please provide as much extra information as possible, including what versions tried, whether safe mode/new profile tested etc. Thanks! :-)
