639816 - Download directory is created even if option is set to ask for each file

Once I set download directory to "Save files in ..." and selected a directory.
Then I changed my option to "Ask where to save each file" and deleted directory I previously download files.
Now every time I'm asked where to save each file, previously set download directory is created.

Reproducible: Always

Steps to Reproduce:
1. set option for a download directory
2. set option to ask for each file download directory
3. delete download directory
4. start to download a file
5. as soon as windows appears askint to select download directory, previousle deleted directory is created.


Expected Results:  
Do not create download directory if option is set to ask for each file
