Filed as a follow up to bug 639819. Currently, to ensure that the viewport is updated when the page is refreshed, we have a few hacks:

We need to find a better way to catch these cases.
Oops. Meant to mention that vivien thinks this is a result of removing the updateCacheViewport call in the MozScrolledAreaChanged listener inside of browser.xml.

Maybe we can put that back in, but include some of the throttling changes in bug 635145?
