xxx.msf is being created for the news server folder, shouldn't be

Using builds 19990513 (May 13th and before), a .msf file is being created for
the news server folder, according to Seth it shouldn't be.
1. Launch Apprunner the first time (have a news account configured in prefs50.js
file)
2. Open Task|Messenger
3. Close Messenger and Apprunner
4. Go to the User directory for the account you just used and notice there is a
.msf file created for the News Server folder

re-assign to alecf. this is a dup of one of his, and he says he'll fix this.
alecf: do pop, imap, and nntp servers have hostinfo.dat files? if so, perhaps
we can use the server .msf files for that info.

that's always possible, but the reason this file is being created in the first
place needs to be fixed.... for instance, it's creating a msf file
/u/alecf/nsmail.msf right next to the directory /u/alecf/nsmail, which is just
broken.
I don't have a fix in my tree, but I know exactly why this is happening.
I'm going to add a "isServer" attribute to folders for now, though this would be
solved even more efficiently with RDF resource factories :)
