When syncing one fennec device to another that has personas theme data, they should not be shown as active if the personas extension is not installed on the receiving sync'd device.

Repro:
1) install android fennec: Mozilla/5.0 (Android; Linux armv71; rv:2.0b13pre) Gecko/20110309 Firefox/4.0b13pre Fennec/4.0b6pre on device 1
2) do the same on device 2
3) on device 1, setup sync. Install personas extension. apply a lightweight theme. Add a second theme if you want, so you have 1 active/ 1 non-active. Now sync.
4) goto device 2, clean profile. setup sync with the same account
5) when sync has completed, go to prefs > addons
6) Verify the last active theme from device 1, looks like its colored and active.
Expected:
- all themes should be de-activated and grayed out if personas extension is not installed after syncing.
Actual:
- device 2 looks like a persona is active, when its not. there is no personas extension installed.

Fennec itself should do nothing. It seems like Personas add-on should control the Sync preference for syncing personas. That way, when the add-on is installed, personas are synced. When the add-on is not installed personas do not sync.

This issue is still reproducing on the latest Nightly build (20110516) - HTC Desire (Android 2.2)
