As it was suggested in the https://bugzilla.mozilla.org/show_bug.cgi?id=636142 this is moved into a separate bug.

Adding / removing listeners and emitting events in dom is quite verbose, also equivalents of `once` don't even exists in DOM which is very commonly used. So some utility functions would helpful also it makes sense to keep an event emitter API for a consistency.
