Brendan put scan changes in the Monkey for bug 49233 to clean up the
08-is-decimal special case and extend it to accept 008, etc.  Rhino needs
similar changes to stay in parity.

Fixing Norris CC.

I just noticed that the Rhino shell still needs -w to enable warnings.  I
changed the js shell to issue warnings by default, with -W to disable them...
would that be appropriate to the Rhino shell?
