This happens because the location: column in Hbase doesn't have a way to filter to 4.0 downloads. We're figuring out how to fix Hbase.

Fixed with the new Hbase schema that supports filtering locations.

Yeah, it's about right -- I couldn't verify it precisely, but I actually waste^H^ took the time to add up the "daisy" totals, and they were really close (within 200). At the least, they're not getting ahead, which is what this bug was all about.
