I am assuming what you're asking is to show the beta submission methods to RC users? I am leaning towards a WONTFIX for this, because:
1) The RC is an RC and unless major bugs are found will become the GA release without further ado. To be exact, the RC will turn into a GA release by declaration, with no code changes whatsoever.
2) The RC does not identify itself as such. The UA we are sent is "Firefox/4.0". We can only guess that this is an RC. So for this feature to work, someone would have to go in by hand and mark "4.0" as a beta versions somehow. We'd go from a largely automated system to one that requires human intervention in order to reflect the current state of our release cycle(s). Or we'd employ a somewhat fancy heuristic that we hope won't break down the line as the release cycles get faster.
We can discuss this further, of course (especially since updating product-details and releasing a new version have always led to a little bit of funkiness for a few hours on Input).
