Once bug 641781 and bug 641783 are completed we don't really need the start menu shortcut for safe mode - therefore port the Firefox changes for this to Thunderbird.

I've tested this locally and it works. Pushing to try server so that we can get Mozilla builds for this.

Roland, could you update support docs? There are now two ways to get to safe mode, same as <http://support.mozilla.com/en-US/kb/Safe%20Mode#w_how-to-start-firefox-in-safe-mode>.
