The graphical command line will allow built-in and add-on developer tools to register commands which will be available whenever the user focuses the command line. We need a place to store those (the GCLI GUI will not be built-in initially but built-in tools should use it).
I'm taking this bug to mean that we should have an API in which commands can be stored.
