The bars are in need of Microsoft-specific ms-transition: CSS prefixes.

I forgot that my transition fallback code was not committed. This should work in IE9 and 3.6 (but without the animation).

We should see slidey goodness in 4.0/chrome/safari. In 3.6/IE the bars appear in the right place without any slide, but they're there.
