Sometimes the navigation toolbar disappears when choosing the "tabs on top" option with the menu bar hidden.

Reproducible: Sometimes

Steps to Reproduce:
1. Hide "menu Bar".
2. Make sure "Navigation Bar" option is checked.
3. Now right click and choose "Tabs on top"
