Questions to be answered:
- what is the life-cycle of the environment
- how many are there of them on a page with several editors, command lines
- what is its API
- what is it used for

This issue strongly affects ACE which does not use bugzilla for a tracking system. We should ensure that the solution to this problem is a joined up one.
