Steps to Reproduce:
1.Add Friend to account
2. Go to:http://www.facebook.com/pages/Firefox-4/130379370362344?sk=app_122300121174636
3. Add Badge --> Costumize: Show everyone except Friend (invisible for...)
4. Save Settings
5. Publish Badge
6. login as Friend, go to the account you published badge

Actual Results:  
Badge is visible (vs. Settings)

Expected Results:  
Badge should be invisible

That's probably a facebook issue.

Thanks for posting this bug... good find. Looking at the conversation in bug 641700 it looks like this is an issue with Facebook and can't be fixed on by us.
