When starting Bugzilla and trying to start a new test plan "new plan" the editor page fails to open 

Reproducible: Always

Steps to Reproduce:
1. Start Bugzilla
2. On Main Page select New Plan

Actual Results:  
- I do not get the page to edit/start a new test plan 

Expected Results:  
I should get the default editor page displayed
