We should get rid of nsISVGSVGFrame and instead have a nsSVGSVGFrame class that inherits nsSVGDisplayContainerFrame and have nsSVGOuterSVGFrame and nsSVGInnerSVGFrame inherit that. nsSVGSVGFrame will need to be a pseudo interface.
We should just move NotifyViewportOrTransformChanged onto the now SVGViewportFrame class.
