Jeff is on the Flash Player team.  (current email is @adobe.com, but bugzilla account email is still @macromedia.com, apparently).

Filing bugs is fine, really. The people who watch this component can grant the permissions.
I think we should have one process - having two ways to do it is only confusing people.

The process is "find someone who can grant the permissions and ask them to do it" :)

Filing a bug here or emailing Gerv are both suitable ways to do that.
