Seen with Firefox 4.0 rc2 on Linux:

When visiting http://www.teletext.ch/TSR1/100-00.html, each page is reloaded twice the first time they are viewed. Subsequent calls to the page load them only once, as expected.
Do you have charset autodetect turned on?

This has nothing to do with layout, in any case...

I do, yes.
That's by-design, then: we start parsing the page, suddenly discover it needs to be using a different encoding, and reload it with the new charset.
