64333 - Can't change the number for biff settings

Build 2001-010404: NT4, Mac 9.04
Haven't tried the Linux build yet.

Overview: In Account Setting's Server panel select the checkbox for biff and try
to change the number of minutes. The cursor never appears in the box.

Steps to reproduce:
1. Select Edit|Mail/News Account Settings
2. Select a Server panel (for IMAP, POP or News)
3. Select the biff checkbox (Check for new messages every # minutes)
4. Place the cursor in the entry box to change the number

Actual Results: The number of minutes cannot be edited, the cursor never appears
in the box. I tried tabbing to the box but it's never highlighted. Other entry
boxes work such as "Port" or "Limit message download to # kB per message".

fixed.  I messed up when I landed the patch for #63992.  I've fixed the code.
