Mozilla/5.0 (Windows; U; Windows NT 5.1; en-US; rv:1.9.1.18) Gecko/20110319 Firefox/3.5.18

On a clean profile the permission setting for "Install Extensions or Themes" has the "Use default" box checked and "Block" button selected - contrary to Litmus test case 6479 - [security] Install add-on from trusted site should not warn. Although these settings are selected, when trying to add an add-on, Firefox will react as though "Allow" is checked.

Reproducible: always

Steps to reproduce:
1. Create clean profile
2. Start FF and go to addons.mozilla.org
3. Tools->Page info->Permissions Tab and observe settings
4. Do not change anything and try to install an add-on

Actual results:
 - "Use default" and "Block" are checked, but still, browser acts as though "Allow" is selected

Expected results:
 - "Use default" is unchecked, "Allow" is checked
