Frozen add-ons shouldn't show up in personalized recommendations.
Please block these when you're testing this: 3956, 287841, 258053, and 199424

I tried with different profiles with various add-ons installed and didn't see 3956, 287841, 258053, and 199424 listed in recommendations. Freezing add-ons will be QA'ed in bug 643648
