Reproducible: Always I know that there is Tab Wheel Scroll extension, but I think that functionality should be a part of the browser.
No, this is what addons are for. This function would be horrible for users who have a free spinning (flywheel) mouse wheel.

Uhh, no. Mousewheel scrolls the tab bar when it's in overflow mode. Switching tabs by scrolling would be terrible, terrible UI. Feel free to switch to Seamonkey or use an addon.
