Details
A user looking at the discussion for an article sees 'stop your watch' for the discussion when no watch was put on the discussion- and no watch symbol displays.
1) log in
2) https://support.allizom.org/fr/kb/Assistant%20du%20Framework%20.NET/discuss
3) sign up for notifications
expected: able to sign up for notifications for the article discussion
actual: displays 'stop notifications' link with no watch, no watch symbol, clicking does not update notifications link

Posting updates here.
It appears that this problem is caused by crc32() (or hash_to_unsigned) from the notifications app. Observations:
* Watching works on support-release (and prod) but not on support.allizom
* crc32('fr') on support.allizom is not the value it should be.
This results in the same watch being created over and over again, without the check for the watch succeeding.
My guess is that there's some inconsistency involving hash_to_unsigned.
