Stop using fuel to access prefs, use Services
fuel is deprecated, should use Services.prefs.
Most of this was attacked by bug 645188, there's only one small use of FUEL left.
The only bit of FUEL that's left is the 'prefChanged' call from content space. It's unclear yet whether we're going to remain with prefs in content space (bug 645802). We are definitely going to get rid of the 'use_accel_key' pref (bug 645206) at which point the only remaining pref would be 'bookmarking' In either case, I think we should also whitelist the number of prefs that content is allowed to change.
It looks like we'll be moving the only remaining user visible pref (services.sharing.bookmarking) into chrome space as well, at which point we can rip out the prefChanged message and the corresponding handler (which uses FUEL) altogether.
All the fuel has been burned up.
