Be sure the "Edit Mode Toolbar" is turned on (Use View | Toolbars submenu).
Something changed in the Modern theme about a month ago that has caused the tabs
to look incorrect -- they look like "top" tabs when they are supposed to be
"bottom". Also, the background colors behind the icons and text labels are
darker than they should be. They should have same color as the tab background
or be transparent.

Seems to look ok - be sure to test it out visually to tease out any issues like
focus and stuff.
