Details
The whatsnew page says: "For security reasons, we recommend downloading the latest and greatest version." This prompt is shown even to users of e.g. Mac OS X 10.4, and if they try to upgrade, it will fail and they will not be able to use Firefox unless they figure out how to install an old version of Firefox again from http://www.mozilla.com/en-US/firefox/all-older.html.

Even though it's not exactly the same, I'll mark this as a duplicate of bug 64425 cause the fix is similar.
