64478 - "File" toolbar button should be "Copy" when reading news

if you do a "file", we do a copy.  you can't file a news message.

Valid point, but I don't see a big problem with leaving "File" and I'd rather 
not see the toolbar buttons change when switching between Mail and News if its 
not really necessary (I know we have "Delete/Mark" already). "File" isn't equal 
to "move".  "File" was a term picked to cover both the Move and Copy features. 
Its really "File the original" or "File a copy" in the specified folder. For 
news the only available action is "File a copy". So I don't think the term 
"File" is misleading or inaccurate.
