Could you see if there are any errors in the console (just errors, don't need to warnings) and paste them here please. Use Ctrl + Shift + J to access.
Also, does this occur with the newly released Firefox 4?

Have you tried in IE9 / Chrome 11?
This is still very likely a site bug specific to Firefox - and unfortunately without a login, there's not really much I can think of to narrow down what is causing this, other than trying a new profile (I know you've tried safe mode, but new profile will clear out things like cookies as well):
http://support.mozilla.com/kb/Basic+Troubleshooting#w_8-make-a-new-profile
Failing that, have you tried contacting the site in questions?

Works for me on:
Mozilla/5.0 (Windows NT 6.1; rv:2.0) Gecko/20100101 Firefox/4.0
*Note: tested on firefox 4 and with a DEMO user account ("more info" section)

Chrome worked.
Site was one who suggested Firefox was the problem because other members had reported this issue.
AND NOW>>>>Creating a new profile works. Will try deleting site cookies on old profile and retest.
Deleted site cookies and browsing history from Firefox. No effect.
Ran CCleaner to delete cookies. No effect.
Bummer. Don't want to delete default profile and lose my bookmarks. Chrome currently is not easily importing FF4 bookmarks so changing to Chrome doesn't reduce the time I have to spend on this.

network.cookie.cookieBehavior = 1 --> Only cookies from the originating server are allowed.
This means you've disabled third party cookies.
Please retick "allow third party cookies" on the privacy page and see if that helps.

Yes. I usually allow third party cookies but I disallowed third party cookies when I cleared cache/deleted cookies/cleared browser history/ran CCleaner etc trying to remove every cookie ever. So that step was probably the step that fixed the problem. THANKS! I still don't know the initial cause but I'll pass the fix on to premiermembers. As of this morning when I called in, they still said there was a Firefox browser problem. Their browser advice still shows only Firefox 3.x so I don't know if upgrading to 4 was part of the solution.
Thanks again. Now I'll go pay some bills.

Glad it works for you now :-)
Going to mark as worksforme.
In your message to them I'd suggest advising they tell people having problems to:
"Clear cookies & cache; as well as make sure you are accepting third party cookies, by going to the privacy tab in Firefox settings and making sure 'allow third party cookies' is ticked"

I'm disinclined to leave this in the TE component if the only problem is that a site fails to work properly when the user blocks third-party cookies. That's not a bug we really care about.

It doesn't really matter to me whether you leave this or not, but to clarify, last Sunday, after years of accessing my bill payment in the same way, the page no longer worked. The credit union suggested to use something other than Firefox because other members were having difficulty with Firefox. Perhaps the site changed something, but if "accept third-party cookies" was the default on Firefox, that's what I had always had. A Google search for "bill payment not working firefox" turns up other people having this problem...so you ought to list it somewhere for consumers...and somewhere for people trying to resolve this problem since all the people trying to solve this who are way more computer savvy than me didn't check that first. Anyway, I really appreciate the time everyone took. I think if I were doing it all again, I would have just done a system restore to the previous Saturday to try to figure it out.
