You cannot set very elaborate rules for filters, so you end up splitting the rules into simple ones, and then all those rules perform the same actions.
This in effect leads to a bit more obscure understanding of custom rules.
However, with macro actions user could build filters with more ease. First she/he would define a macro (sequence of actions, without rules) and name it. Then for each set of rules she/he would set as an action just one single macro-action.
If action would need fine-tuning you would change only the macro, not N filters.

Not really, the other report is in fact request for scripting filters, so power user could write actions/filters by hand.
This is about groupping actions together and labeling such groups. So for example if you do a lot of "mark as important / move to..." you could now group those actions and later use action "mark_and_move".
It has nothing to do with scripting (or Javascript, far from it).
