"Organize Bookmarks" function entirely missing from Firefox 4.0

Having just downloaded and installed Firefox 4, I find no "Organize Bookmarks" option in the Bookmarks menu, and no "Export" option in the File menu (at all), and no "Import" from backup option either.
Reproducible: Always
Expected Results:
Offer an "Organize Bookmarks" option in the Bookmarks drop-down menu, and an "Export" to archive option and "Import" from archive option in the File drop-down menu.
I've been using Firefox (in various versions) for several years. This has never happened before.

It is now called Show All Bookmarks and it's in the bookmarks menu.
