When using an IME with uncommited text, keyboard events do not appear to fire as they normally do in non-IME or when IME is committed.

This appears to be unique to FF; IE and WebKit appear to fire these events even IME is in uncommitted state.

Reproducible: Always

Steps to Reproduce:
1. Use IME: Microsoft Pinyin New Experience Input Style
2. Type some text but do not commit
3. Press CTRL+B
Actual Results:  
No keydown event fired

Keydown event fired
