Moving the new add on manager in an app tab by default could save space in the tab bar, and won't have any serious disadvantage in usability, because the only title displayed is "Add-ons Manager", quite redundant, as the user will always recognize the icon since it first activates add-ons manager.
This could also help to discover this new feature of Firefox.
The only disadvantage would be that it is more difficult to close the manager, but this could be solved adding a close button right in the manager.

Firefox's UI would need to deal with this. I can see a certain logic to it but not sure it is a good idea myself.

At one stage, there was talk of being able to access the addons manager (and other in-content UI, like prefs) from within the home tab. As in, you'd be able to go to your home tab, and navigate to the addons manager (or prefs, etc) inside that tab, and back again. Not sure whatever came of that idea though.
Maybe Boriss knows.
