Webkit based browsers have CSS attributes to style scrollbars for some time. http://www.webkit.org/blog/363/styling-scrollbars/ Even Mozilla projects like Bespin use WebKit to get this: http://almaer.com/blog/creating-custom-scrollbars-with-css-how-css-isnt-great-for-every-task Being able to style scrollbars is important for creating modern webapps that have themes and have complex views where scrollbars are needed. Writing custom scrollbars never fully works and does not degrade well. Reproducible: Always
