The current toaster popup looks and feels like it's from a Windows 2000 era. Can we update it for modern times?

The thing that pops up in the bottom right corner when there's a new update available or when the download has completed.

If i remember correctly, there's a Bug Report been filed already to get rid of it and get a Substitution in Place.
