64896 - multiple minimised personal toolbars after theme switch

Bug re-creation path:

1) Minimise 'personal' toolbar using any theme
2) Switch theme
3) Maximise 'personal' toolbar
4) Minimise 'personal' toolbar again
5) Repeat steps 3 and 4

Result: Any time you minimise the toolbar a new minimised toolbar is created.
These minimised toolbars won't maximise when a maximised 'personal' toolbar
is visible.
