649611 - Hebrew fonts fallback to hexboxes for some Windows 7 users

This issue has been reported on the mozilla.il forums, for example at http://mozilla.org.il/board/viewtopic.php?f=9&t=9977 (Hebrew).

If I am following the reports correctly, users who had been affected by bug 604991 set gfx.direct2d.disabled to true in about:config, and started seeing Hebrew fall back to hexboxes in some cases. As far as I can tell from investigating the sites that appear in the screenshots, the problem occurs with Arial at font-weight: 700 or greater.

This is a regression from 3.6. I haven't been able to reproduce it, so I can't find the regression window.

Since this is not a FF4-FF5 regression there is no reason to hold Aurora.  Can be re-nominated if there is a simple fix.

We are getting more complains about this issue from local users. Please fix this bug or at least provide a workaround, as these people are downgrading their browsers to non supported versions because this bug affect them. Also, this bug affect not only Windows 7 users but also Windows XP and probably also Vista users.
