Backgrounds & Borders allows for percentages in border-width and they refer to the width of the containing block: http://www.w3.org/TR/css3-background/#the-border-width

However, as the testcase demonstrates, they are not yet supported in Gecko.

Current ED of B&B is back to not accepting percentages in border-width.
Closing given that the spec no longer specifies this, and no other browser does this. (Tested Chromium 28, Opera 12, IE 10 and Safari 6.) Please discuss on www-style@w3.org if this is to be changed back again.
