What Firefox and Flash Version does the Issue happen with?
Severity: major → normal
Priority: P1 → --
Works for me on Mozilla/5.0 (Windows NT 6.1; rv:6.0a1) Gecko/20110509 Firefox/6.0a1 Also, could you see if the issue occurs if using Firefox in safe mode: http://support.mozilla.com/kb/Safe+Mode How about with a new, empty testing profile? (Don't install any addons into it) http://support.mozilla.com/kb/Basic+Troubleshooting#w_8-make-a-new-profile
KeithT: Are you using Version: 10.3.181.14 of Flash? Go to about:plugins to find out.
My Flash Player Settings popup does respond to mouse input most of the time either. It's been like that since FF 4 or earlier. I've experienced the same behavior on at least two WinXP machines. (In reply to comment #4) > My Flash Player Settings popup does respond to mouse input most of the time > either. Err. It should've been does NOT respond to mouse input.

We're in the process of removing support for plugins (bug 1677160), so I think this bug is irrelevant now.
