Please add:
* 2.8.1
* 2.8.2
* 2011Q3
* 2011Q4

Please deactivate:
* 2.7
* 2011Q1

Added.

Milestones cannot be deactivated currently (after 4.0 they can). We can remove them but them will need their current bugs moved to a different milestone or set to the default '---' before they can be deleted.

Is that a temporary thing until the 4.0 move? We have a couple of dozen inactive milestones right now. (There is an active flag that can be cleared.)

Ah I see now that BMO has the upstream 4.0 feature already backported. It is not in the stock Bugzilla 3.6 code. 

I have set the milestones to be inactive.
