[OSX] Java dialog boxes and windows are pop-unders instead of pop-ups

In Webmin's File Manager Java Applet when you edit a file or delete a file the dialog/window for that functionality is behind the main window of the browser. I have tested this on the Windows version of FF4 and it pops up the windows like it is supposed to. The Mac version is the one that is not popping up the windows.

This worked fine in FF3.6.x.

Reproducible: Always

Steps to Reproduce:
1.Open FF4
2.Go to webmin instance on server that I want to edit
3.Login
4. Open the File Manager
5. Select a file then click the Edit button.
6. Nothing obvious happens.
7. Move main window out of the way and the Edit window is behind the main window.
Actual Results:  
Window shows up behind the main window.

Expected Results:  
Window shows up on top of the Main window.

I have notified the Webmin author and he has verified that it is not a Webmin bug but a FF bug. As he can't control where the browser puts the windows. Also this installation has the default theme active and this Add-ons loaded: Firebug 1.7.0, Firecookie 1.2.1, Flashblock 1.5.14.2, LastPass 1.73.0, StumbleUpon 3.81, User Agent Switcher 0.7.3, Xmarks 3.9.9.
