This is a fallback for when we can't use the code in bug 649417.  We should pass a scale hint to the decoder that takes the DOMWindowUtils resolution into account.

I won't have a chance to work on this for a while, but if this bug becomes high priority in the meantime I can point folks to the relevant bits of code.  Should be pretty straightforward.
