I noticed, because he modified bug 464717, without any given reason, and his real name sounds, well, impolite, to say the least...

there's been no activity from this user's netblock for almost an hour, marking as fixed.

work on updating bugzilla to block this is happening on bug 28849.

As far as I can tell, people (LpSolit and mconnor) have manually reverted the 3 CC list changes done by [e-mail] and the 5 done by [e-mail].

Bug 28849 is all very well, but are we just using a band-aid? If they can't de-CC other people, they'll CC people on random high-traffic bugs, or add spam comments... The only real way to stop this sort of thing while still having vaguely open access is IP block-based banning at the server level.

captchas for new user accounts or non-approved user accounts?

captchas stop bots, they don't stop users with grudges.
